


Fenwick South is a newly completed 100% social rent housing development delivered across two sites on the Lambeth Council Fenwick Estate, accommodating up to 149 residents. It was built as part of the section 106 off-site affordable housing contribution from the Nine Elms station development owned by Transport for London.
The new development comprises 46 homes ranging from one-, two- and three-bedroom apartments with associated cycle parking, landscaping, and amenity space built across two blocks and a landscaped garden. Both blocks A and B are adjacent to the railway at the south of the estate. Block A had a disused temporary office that was situated next door to a MOT garage on Cottage Grove. Block B was the garage block on Cottage Grove with 9 individual parking garages.

A Long-Term Commitment to Affordable Homes
In 2014, Transport for London acquired land to build the new Nine Elms station. Alongside this came a commitment to deliver affordable homes—beginning with land at the Fenwick Estate, nominated by Lambeth Council. A development agreement was signed in 2017, and with support from the One Public Estate Land Release Fund, work progressed following extensive local engagement in 2018.
Demolition of the old council offices and garages began later that year and wrapped up in early 2019. Mulalley were then appointed as the main contractor to deliver the development.
Despite challenges—including land issues, asbestos, regulation changes and COVID, by mid-2023, both buildings were structurally complete, and on 21 May 2025, the project reached practical completion: 46 new homes, built to high energy-efficiency standards and designed for social rent.

Design and Sustainability
The development features high-quality brick construction throughout, with distinctive balconies and generous windows providing excellent natural light.
Sustainability features include:
- Solar panels.
- Native species planting in communal gardens.
- Secure cycle storage promoting sustainable transport.
- Centralised boilers linked up to individual Heat Interface Units within the individual flats with the capability to connect to a future district heating network to futureproof the buildings.
Local Employment and Skills
The project has delivered social value through employment and training opportunities for Lambeth residents:
- 16 new job starts for Lambeth residents.
- 3 apprenticeships and training activities provided for young people.
- Exceeded Council’s WorkSmart target (16 against target of 5)
- 2 work experience places for students and young persons
- MCL hosted several site visits with local schools (La Retraite) and a visit from Project Management degree students at Reading University.
